0

Pradhan Mantri Shram Yogi Maandhan (PM-SYM), commonly searched simply as “Mandhan Yojana”, is a voluntary contributory pension scheme for eligible unorganised workers. It is designed to provide basic old-age income security to workers such as street vendors, domestic workers, construction workers, agricultural labourers, rickshaw pullers, home-based workers and other similar informal-sector workers who do not have formal pension coverage.

An eligible subscriber joins between 18 and 40 years of age and pays a fixed monthly contribution based on the entry age. The Central Government contributes an equal matching amount. If contributions continue according to the scheme rules, the subscriber becomes entitled to a minimum assured pension of ₹3,000 per month after attaining 60 years. LIC is the pension fund manager and is responsible for pension payout.

Who Can Join PM-SYM?

  • The person should be an unorganised worker in an eligible informal-sector occupation.
  • Entry age must be between 18 and 40 years.
  • Monthly income should not exceed ₹15,000.
  • The applicant should not be a member of EPFO, ESIC or the government-funded National Pension System category excluded by the scheme.
  • The applicant should not be an income-tax payer.
  • Aadhaar and a savings bank/Jandhan account are required for enrolment and contribution debit.

Who Is an Unorganised Worker?

  • Home-based workers and own-account workers.
  • Street vendors, rickshaw pullers and head loaders.
  • Domestic workers, washermen, cobblers and rag pickers.
  • Construction workers, brick-kiln workers and landless labourers.
  • Agricultural workers, beedi workers, handloom and leather workers.
  • Other similar informal-sector workers who satisfy the income and social-security conditions.

How Much Do You Contribute?

The contribution is fixed according to the age at which a person enters the scheme and remains at that prescribed level during the contribution period. The overall range is ₹55 to ₹200 per month. A younger entrant pays a lower monthly amount because contributions continue for more years, while a person joining closer to age 40 pays more each month.

  • At age 18, the subscriber contribution starts at ₹55 per month.
  • A person joining around age 29 contributes about ₹100 per month.
  • The contribution rises progressively with entry age.
  • At age 40, the subscriber contribution reaches ₹200 per month.
  • The Central Government deposits an equal matching contribution for the eligible subscriber.

Documents and Details Required

  • Aadhaar card/Aadhaar number.
  • Savings bank account or Jan Dhan account details with IFSC.
  • Mobile number.
  • Nominee/spouse details as required during enrolment.
  • Basic occupation and income declaration required by the scheme.
  • First contribution amount for the chosen entry age.

How to Enrol

  1. Visit an authorised Common Service Centre or use the self-enrolment facility on the Maandhan portal when available.
  2. Provide Aadhaar, bank and mobile details and confirm the eligibility declarations.
  3. The system determines the monthly contribution according to the applicant’s age.
  4. Pay/authorise the first contribution and complete biometric/OTP verification as applicable.
  5. Set up auto-debit for subsequent monthly contributions from the linked bank account.
  6. Keep the pension card/enrolment number safely and update bank/mobile details whenever they change.

Pension and Family Benefit

  • After the subscriber reaches 60 and fulfils the contribution conditions, the scheme provides a minimum assured pension of ₹3,000 per month.
  • If the subscriber dies while receiving pension, the spouse is entitled to 50% of the pension as family pension.
  • The family pension benefit is specifically for the spouse; it is not automatically payable to every heir.
  • If the subscriber dies before age 60 after making regular contributions, the spouse may have the option to continue the scheme by paying the required contribution or exit under the applicable rules.

What Happens if Contributions Stop?

A temporary shortage in the bank account can interrupt auto-debit, but it does not mean the subscriber should abandon the pension account. The Maandhan system provides revival/regularisation mechanisms subject to the applicable contribution and charges. A subscriber should correct bank problems quickly because long gaps can affect the account and eventual pension eligibility.

Exit Before Age 60

PM-SYM has exit and withdrawal provisions for subscribers who do not continue until pension age. The amount payable depends on when and why the subscriber exits and on the scheme rules in force. A person considering exit should use the official Maandhan exit process rather than simply stopping contributions, because a formal exit correctly closes the pension account and determines the amount payable.

Common Enrolment Mistakes

  • Joining even though the person is already covered by EPFO/ESIC/NPS in a manner excluded by PM-SYM.
  • Understating monthly income or giving an incorrect employment declaration.
  • Using a bank account that cannot support auto-debit.
  • Ignoring failed contribution messages for many months.
  • Confusing PM-SYM with the separate pension scheme for traders/shopkeepers/self-employed persons.
