Saksham Yuva Yojana 2026: Haryana Registration, Eligibility, Allowance, Honorarium and Status
Saksham Yuva is Haryana’s Educated Youth Allowance and Honorarium Scheme, launched to support eligible educated unemployed residents while connecting them with short honorary assignments in government departments, boards, corporations, universities and other approved organisations. The scheme is administered through the Haryana Employment Department’s Saksham portal and combines a qualification-based unemployment allowance with an additional honorarium when a beneficiary is actually deployed for approved work.
A common source of confusion in 2026 is the use of the “Saksham Yuva” name for different employment initiatives. The long-running Employment Department scheme remains available through its official portal. It should not be mixed up with a separate IT-oriented Saksham initiative that was later discontinued. Applicants should therefore use the Employment Department portal and the current scheme notification rather than relying on social-media posts that combine benefits from different programmes.

What Is Saksham Yuva?
The scheme has two distinct components. The first is an unemployment allowance for approved educated unemployed applicants. The second is an honorarium for beneficiaries who are deployed for temporary honorary assignments. Being registered does not guarantee a permanent job, nor does the honorarium create a regular government-employee relationship. The purpose is to provide limited financial support while giving young people practical work exposure.
Allowance by Qualification
- Senior Secondary (10+2) category: ₹900 per month unemployment allowance.
- Graduate category: ₹1,500 per month unemployment allowance.
- Postgraduate category: ₹3,000 per month unemployment allowance.
- An additional honorarium of up to ₹6,000 per month may be paid when an approved beneficiary performs the prescribed honorary assignment.
Who Can Apply?
- Applicant should be a resident/domicile of Haryana under the scheme rules.
- The applicant must fall within the applicable age band and educational category shown on the portal.
- The required qualification should be from a recognised Board/University and satisfy the scheme notification.
- The applicant must be unemployed and registered with the Haryana employment system as required.
- Family income and other financial conditions prescribed in the current notification must be satisfied.
- The applicant should not conceal regular employment, self-employment income or another status that makes the unemployment declaration incorrect.
Documents Commonly Required
- Parivar Pehchan Patra / Family ID details where integrated with the portal.
- Aadhaar card and Haryana residence/domicile proof.
- Employment-exchange registration details.
- Class 12, graduation or postgraduate mark sheets and certificates, depending on the category.
- Bank account details for payment.
- Mobile number and email for OTP and portal messages.
- Income-related records or self-declarations required under the current notification.
How to Register
- Open the official Haryana Saksham Yuva portal and choose the registration/sign-up option for the correct qualification category.
- Enter the requested personal, Family ID/identity and employment-registration information.
- Add educational qualification details exactly as shown on certificates.
- Provide bank information and upload/verify the documents requested by the portal.
- Submit the application and note the registration/reference details.
- Track scrutiny through the portal and correct any objection raised by the Employment Department.
- After approval, respond to assignment/deployment instructions and maintain the required attendance/work record if selected for honorary work.
Honorary Assignment Rules
- Honorarium is linked to actual deployment and work; it is not automatically added to every approved unemployment-allowance account.
- The scheme provides for limited honorary work, generally up to 100 hours in a month.
- Deployment may be with government departments, boards, corporations, universities or other approved organisations.
- An honorary assignment does not by itself create entitlement to regularisation or a permanent government post.
- The official FAQ states that honorarium deployment is limited to a maximum prescribed period or up to 35 years of age, whichever comes earlier.
2026 Update Applicants Should Watch
Haryana announced in 2026 that CET-qualified unemployed youth who remain without employment for the prescribed period would be brought into an allowance/work framework from 1 November 2026. Because implementation details can be updated through government orders, applicants should rely on the current portal notification at the time they apply rather than assuming every CET-qualified candidate automatically receives the older Saksham allowance immediately.
Why an Application May Be Rejected or Stopped
- Applicant is outside the applicable age or qualification category.
- Employment registration is inactive or personal details do not match Family ID/Aadhaar records.
- Family income or employment status fails the prescribed condition.
- The applicant accepts regular employment but does not update the Saksham record.
- Bank account details are incorrect or payment verification fails.
- The beneficiary repeatedly fails to report for an approved honorary assignment without a valid reason.
How to Check Status and Payment
Use the same official Saksham Yuva login used for registration. Check whether the application is pending, approved, objected to, deployed or inactive. If payment is missing, first verify bank details, approval status and attendance/deployment records. When the portal shows a specific objection, correct that issue rather than opening another account with a different mobile number.
FAQs
Q. Does Saksham Yuva guarantee a government job?
No. It provides allowance and, where deployed, an honorarium for temporary approved work. It does not guarantee permanent government employment.
Q. Can a registered beneficiary receive the ₹6,000 honorarium without doing an assignment?
No. The honorarium component is linked to deployment and performance of the prescribed honorary work.
Q. What happens if a beneficiary gets a private or government job?
The unemployment status must be updated. Continuing to claim an allowance after becoming ineligible can lead to stoppage or recovery.
Q. Is the 2024 IT Saksham programme the same as the Employment Department Saksham Yuva Scheme?
No. Similar naming caused confusion. Applicants seeking the long-running allowance/honorarium scheme should use the Haryana Employment Department’s official Saksham portal.
Q. Can a person submit a second application if the first one has an objection?
It is better to correct the existing application using the portal/Employment Department instructions. Duplicate registrations can delay verification.
