Swadhar Yojana 2026-27: Eligibility, Application and Documents

2

“Swadhar Yojana” can refer to different programmes in India, so the name needs to be identified correctly. This article covers Maharashtra’s Bharatratna Dr. Babasaheb Ambedkar Swadhar Yojana for Scheduled Caste and Neo-Buddhist students. It is an education-support scheme for eligible students who need to arrange food, accommodation and related study expenses instead of receiving the facilities of a government hostel.

The annual support is not the same throughout Maharashtra. The Social Justice & Special Assistance Department currently lists ₹60,000 for major urban centres such as Mumbai, Navi Mumbai, Thane, Pune, Pimpri-Chinchwad and Nagpur; ₹51,000 for other revenue-divisional cities and remaining Class C municipal corporations; ₹43,000 in other districts; and ₹38,000 at taluka level. The application system is online through the State’s hostel/Swadhar admission portal.

What Is Bharatratna Dr. Babasaheb Ambedkar Swadhar Yojana?

The scheme is meant to help SC and Neo-Buddhist students who are eligible for government-hostel admission but need to arrange accommodation, meals and other essential study facilities themselves. It allows eligible students in Class 11 and 12 and in recognised higher professional or non-professional courses to receive financial support instead of depending only on a hostel seat.

This is different from a tuition-fee reimbursement scholarship. The annual amount is primarily structured around living and education-support needs. Students should therefore not assume that receiving Swadhar automatically settles college tuition or every fee charged by an institution.

Annual Benefit by Study Location

The currently published annual assistance varies by the location in which the student studies. The location classification matters because accommodation and living costs differ across cities and taluka areas.

ParticularDetails
Mumbai City/Suburban, Navi Mumbai, Thane, Pune, Pimpri-Chinchwad, Nagpur₹60,000 per year
Other revenue-divisional cities and remaining Class C municipal corporations₹51,000 per year
Other districts₹43,000 per year
Taluka level₹38,000 per year

The amount should not be selected by the student manually simply because a nearby city has a higher rate. The competent authority applies the category corresponding to the actual study location under the scheme rules.

Who Is Eligible?

The Maharashtra Social Justice & Special Assistance Department lists several core conditions. The student must belong to the Scheduled Caste or Neo-Buddhist category, be a resident of Maharashtra and be eligible for admission to a government hostel. The student should not be a local resident in relation to the study location under the scheme’s published conditions.

The parent/family annual income ceiling is currently shown as ₹2.50 lakh. The published rules also require a minimum of 50% marks. For a student entering Class 11, at least 50% in Class 10 is required. For continuation into degree or postgraduate study after Class 12, the student needs the prescribed minimum marks, and recognised degree/diploma or other eligible courses are subject to the scheme’s academic conditions.

Selection is merit-based where applicable, so meeting the minimum conditions does not necessarily mean every applicant will automatically be sanctioned if applications exceed the available provision or verification requirements.

Who Is Considered a Non-Local Student?

The non-local condition exists because Swadhar is intended to help students who need accommodation and living support away from their usual home. The Maharashtra scheme page also notes eligibility for students studying at institutions within the specified surrounding area of a municipal corporation boundary under the applicable rule. Students living permanently near the college should not assume they qualify merely because they belong to the eligible caste category.

Courses Covered

The scheme covers students in Class 11 and 12 and students admitted after Class 12 to eligible professional and non-professional higher-education programmes. For continuation, the course must satisfy the recognised-course conditions and the student must maintain the required academic performance. Short or unrecognised courses should not be assumed to qualify.

The department’s detailed scheme description also links eligibility to courses for which government-hostel admission is permissible. This is an important screening point and should be checked before a student chooses Swadhar instead of another scholarship route.

Documents Commonly Required

The online portal and district office can ask for documents needed to prove category, income, residence, academic progress and study location. Students should normally keep the following records ready:

  • Caste certificate showing Scheduled Caste or Neo-Buddhist eligibility as applicable.
  • Maharashtra domicile/residence proof.
  • Aadhaar card and an Aadhaar-linked bank account in the student’s name.
  • Parent/family income certificate within the prescribed ceiling.
  • Previous examination mark sheet showing the required minimum marks.
  • Current admission proof and bonafide certificate from the college/institution.
  • Course and institution details needed to establish hostel/scheme eligibility.
  • Residence/accommodation information and any non-local declaration requested by the portal.
  • Other certificates or declarations specified for the academic year.

How to Apply Online

Maharashtra has moved hostel and Swadhar applications to the HMAS online admission system. The student should create or use the required portal account, choose the relevant Swadhar option, fill in personal, academic, caste, income, bank and institution details, upload the required documents and submit the application within the notified period.

The student should apply to the Assistant Commissioner’s office of the district in which he or she is studying, according to the department’s published instructions. A student studying elsewhere in Maharashtra should therefore not automatically submit the application to the home district merely because the domicile certificate was issued there.

2026-27 Application Date: What Is Officially Available?

The department’s main scheme page confirms the online application route, but it does not currently display one universal 2026-27 closing date on the scheme description. The department’s visible deadline notice on its website relates to an earlier application cycle and should not be reused as a 2026-27 deadline.

For the current academic year, students should rely on the live HMAS portal notice and instructions issued by the relevant Assistant Commissioner, Social Welfare. This is safer than copying a date from an old circular or an unofficial scholarship website.

Application Verification and Common Problems

Applications can be held or rejected when the income certificate is outside the valid limit, the caste record is incomplete, the marks are below the required threshold, the student is treated as local, the course is not eligible, the bank/Aadhaar record does not match or the uploaded admission document is unclear. Merit selection can also affect final sanction.

Students should correct the specific problem shown by the portal or district office rather than create multiple profiles. A fresh duplicate application can make it harder to match academic and bank records.

Swadhar Yojana vs Government Hostel Admission

The two routes are connected but not identical. Swadhar is meant for students who satisfy the government-hostel eligibility framework but need financial support to arrange the relevant facilities themselves. A student should not claim the same accommodation/living benefit twice for the same period if the rules treat hostel facilities and Swadhar assistance as alternatives.

Before accepting a hostel seat or Swadhar sanction, the student should understand which benefit applies for that academic year and report any change in hostel or course status to the competent authority.

FAQs

Q. Can a student from an OBC or general category apply for this Swadhar Yojana?

The Maharashtra Bharatratna Dr. Babasaheb Ambedkar Swadhar Yojana discussed here is for Scheduled Caste and Neo-Buddhist students. Other categories should check the scholarship or hostel schemes meant for their category.

Q. Can a student living with parents near the college claim the ₹60,000 major-city amount?

The scheme includes a non-local condition because the support is meant for students who need accommodation and living arrangements. Merely studying in a ₹60,000 city does not by itself establish eligibility.

Q. Is 50% only required at the time of first application?

The published rules link minimum marks to entry and continuation at different stages. Students should maintain the required academic performance and submit the relevant previous-year mark sheet for renewal/continuation.

Q. Can Swadhar be received together with a government hostel seat for the same period?

The scheme is designed as support for eligible students arranging facilities outside the government-hostel benefit. Students should not assume that both accommodation benefits can be claimed simultaneously for the same period.

Q. What should a student do if no 2026-27 last date is visible on the scheme page?

Check the live HMAS application portal and the notice issued by the Assistant Commissioner, Social Welfare, in the district of study. Do not reuse an old deadline from a previous academic year.
