CM Kisan Yojana Odisha 2026: ₹4,000 Farmer Support, Registration, Eligibility, e-KYC and Status

0

CM KISAN is Odisha’s State farmer-welfare scheme for eligible small and marginal farmers and landless agricultural households. It should not be confused with PM-KISAN. Under CM KISAN, eligible rural small and marginal farm families can receive ₹4,000 a year in two crop-season instalments, while eligible landless agricultural households can receive ₹12,500 as livelihood support in three instalments under the scheme framework.

The 2026 registration position is especially important. The official CM KISAN portal states that new farmer registration reopened from 6 July 2026 and that an AgriStack Farmer ID is mandatory for registration. The portal also serves as a one-stop route for relevant CM KISAN and PM-KISAN enrolment, status and e-KYC checks, so farmers should use the official system rather than private “Kisan registration” websites.

What Is CM Kisan Yojana?

CM KISAN replaced/renamed the State farmer-welfare support framework and is funded by the Government of Odisha. Its core purpose is to give eligible farm families seasonal support for cultivation and give landless agricultural households assistance to take up agriculture-allied livelihood activities.

The scheme also connects with Krishi Vidya Nidhi, an education-support component for eligible children of CM KISAN beneficiaries pursuing specified professional and technical education.

Who Can Apply?

For CM KISAN, the main eligible groups are rural small and marginal farmers and rural landless agricultural households. The official portal lists the following basic conditions:

  • Small and marginal farmers in rural areas with less than 5 acres of agricultural land, subject to verification.
  • Landless agricultural households in rural areas whose family livelihood is primarily connected with agricultural labour/agriculture.
  • The applicant must be a permanent resident of Odisha.
  • The beneficiary should satisfy the household-level and exclusion rules of the scheme.
  • The assistance is transferred by DBT, so valid Aadhaar and bank details are essential.

Who Is Not Eligible?

  • Applicants below 18 years.
  • Medium and large farmers for the CM KISAN small/marginal farmer component.
  • More than one member of the same family claiming the benefit where the scheme permits only one family beneficiary.
  • Specified income-tax payers, regular government/PSU employees, retirees or pensioners in the family.
  • Specified present/former constitutional-post holders, ministers, MPs/MLAs and other listed elected-office categories.
  • Registered professionals such as doctors, engineers, lawyers, chartered accountants and architects falling under the exclusion list.
  • Applicants without a valid ration card where the CM KISAN category requires it.
  • Cases where the mandatory eligibility documents cannot be produced or verified.

Documents Required for CM Kisan Registration

  • Aadhaar card.
  • Valid ration card issued through the Food Supplies and Consumer Welfare system for the applicable small/marginal farmer or landless household category.
  • First page of the applicant’s savings-bank passbook.
  • Land record for a small/marginal farmer applicant.
  • MGNREGS job card for a landless agricultural household where prescribed.
  • AgriStack Farmer ID, which the official portal makes mandatory for new registration in 2026.
  • Unique mobile number for registration and communication.

Before You Apply in 2026

The current SOP makes pre-registration data preparation important. A farmer should not start with an outdated land or bank record and then expect the portal to correct everything automatically.

  • Create/verify the AgriStack Farmer ID.
  • Ensure the farmer registration and land record are updated in Krushak Odisha where applicable.
  • Link Aadhaar with the bank account at the bank branch and make sure the account can receive DBT.
  • Keep a unique active mobile number available for registration and OTP/communication.
  • Check that the name and Aadhaar details match the ration card, bank and land records as closely as possible.

How to Apply for CM Kisan Yojana

  1. Open the official CM KISAN portal and choose the farmer-registration option.
  2. Enter the required Farmer ID/mobile/Aadhaar-linked details as asked by the portal.
  3. Choose the correct applicant category, such as small/marginal farmer or landless agricultural household.
  4. Provide bank, ration-card and land/MGNREGS details according to the category.
  5. Upload the mandatory documents and complete the declarations.
  6. Submit the form and retain the registration/reference details.
  7. Complete e-KYC and any field-level verification requested by the Agriculture Department.

How to Check Registration and e-KYC Status

Already registered farmers can use the official portal’s status facility to check new-farmer registration status and e-KYC status. If the application is pending, the farmer should look for a verification or correction issue instead of submitting repeated registrations.

  • Use the same mobile/Farmer ID/registration details linked with the application.
  • Check whether e-KYC is complete.
  • Verify whether bank, land or ration-card validation is pending.
  • For unresolved cases, use the grievance route or Krushak Samruddhi Helpline 155333.

CM Kisan and PM-KISAN Together

Eligible rural small and marginal farmers can receive ₹4,000 a year under CM KISAN and may separately receive ₹6,000 a year under PM-KISAN if they meet PM-KISAN rules. This can bring the combined annual support to ₹10,000 for an eligible farmer family.

Urban landholding farmers do not receive the CM KISAN rural small/marginal-farmer benefit merely because they qualify for PM-KISAN. The two schemes have different eligibility rules, even though the Odisha portal helps manage enrolment for both.

Why Applications Can Be Delayed or Rejected

  • Farmer ID missing or not validated.
  • Aadhaar name/details do not match bank or land records.
  • Bank account is not properly Aadhaar-linked/DBT-ready.
  • Applicant selects the wrong category or cannot produce the required land record/MGNREGS proof.
  • Family falls under an exclusion category such as tax payer, government/PSU employee, pensioner or specified professional.
  • Duplicate family claim or invalid ration-card details.

FAQs

Q. Can a farmer register for CM KISAN in 2026?

Yes. The official Odisha portal states that new farmer registration is open from 6 July 2026, and an AgriStack Farmer ID is mandatory for registration.

Q. Does every PM-KISAN beneficiary automatically get CM KISAN?

No. CM KISAN has its own State eligibility and exclusion rules. A PM-KISAN beneficiary must still satisfy the applicable CM KISAN category requirements.

Q. Can an urban small farmer receive the ₹4,000 CM KISAN amount?

The CM KISAN cultivation-support component described on the official portal is for eligible rural small and marginal farmers. Eligible urban landholding farmers may qualify for PM-KISAN under its separate rules.

Q. Does a landless household need land records?

The landless category is verified differently. The SOP lists an MGNREGS job card for the landless agricultural household category, while land records are used for small/marginal farmer applicants.

Q. Should a farmer submit a second form if the first application is pending?

Normally no. Check registration status, e-KYC and the reason for pending verification first. Duplicate registrations can make correction harder.
